Become a New Referee Step-by-Step
2022 Entry Level Courses
Being a soccer referee can be both rewarding and fulfilling. Whether for a young person learning responsibility or an adult contributing to the sport, referee training and development is the primary mission of FL Soccer SRC Inc. (FLSRC). FL Soccer SRC Inc. oversees the administration of the United States Soccer Federation Referee Program within the State of Florida. We are responsible for the development of the appropriate procedures and policies for the certification and oversight of Florida referees, instructors, assessors and assignors. To this end, FLSRC has established a process to ensure that every person who wishes to become a referee is afforded the opportunity to become registered and certified as a soccer referee with the United States Soccer Federation (USSF).
We offer two types of Entry Level Courses. The Grassroots entry course is for outdoor refereeing. The Futsal entry course is for indoor refereeing.
Grassroots Entry Level (Outdoor) Course
The Grassroots entry level course offers basic instruction and prepares an individual to become a USSF Soccer Referee. The Grassroots course has two (2) parts, online video lessons and Virtual Field Training videos. The online video lessons are on two (2) different websites due to licensing issues and proprietary ownership. All lessons except for SafeSport and Intro to Safety are in the FLSRC OMS System. Before you start we strongly recommend that you read the Frequently Asked Questions just in case you get stuck or lost, or have viewing problems once you start the process that is below.
Futsal Entry Level (Indoor Course) set to open August 1st
The Futsal entry level course offers basic instruction and prepares an individual to become a USSF Futsal Referee. The Futsal entry course is also online with 18 online video Futsal lessons plus an online test. All lessons except for SafeSport and Intro to Safety are in the FLSRC OMS System. Before you start we strongly recommend that you read the Frequently Asked Questions just in case you get stuck or lost, or have viewing problems once you start the process that is below.

SafeSport Online Module
The SafeSport FL module is started in the FLSRC OMS system but the training is completed in the US Soccer Learning Center. Instructions in the SafeSport FL module are explicit. The SafeSport training is required for all who are 18 years of age and older. (The 18 years of age and older is also the same for the FYSA Risk Management (RM) background check requirement.)
The student must follow the instructions to go to the US Soccer Learning Center: (https://learning.ussoccer.com) In the Learning Center, create a registration with US Soccer. If you were previously registered at one time in the past, look for you information first before creating a new account.
You MUST specify your Legal (given) full first name, middle initial, and last name–the same used in the FLSRC/OMS system. Once you create an account in the US Soccer Learning Center, make sure you write down the newly created username and password that you created.
Log out of the learning center and then log back in, in order to refresh all information on the screen. After logging back in, look on the left for the SafeSport training module. The module is in 3 parts, takes about 2 hours to complete, but all must be completed. It is not necessary to send a certificate of completion to FLSRC as the OMS system reads the SafeSport system.
Sometimes the SafeSport modules have a slight glitch. Read this information for how to quickly resolve the issues: SafeSport Issues
With any other issues we strongly recommend that you read the Frequently Asked Questions just in case you get lost or stuck. If that does happen you can always come back to this page and click the lost link below.
